ADA Curb Ramp Improvements

We will be improving mobility and safety in Yamhill, Lane, Linn and Benton counties and across the region by upgrading or installing new curb ramps to the current ADA standards. These are part of a larger effort to improve over 25,000 curb ramps around the state. Visit the ADA program webpage to learn more about our accessibility efforts and sign up to receive emails.

Update or install new curb ramps on OR 47 through Carlton.

What to expect during construction:

  • There will be noise and dust during work hours. 
  • Pedestrians, including those with disabilities, will have access through or around work zones.
  • Only one corner of each intersection will be closed at a time. 
  • Work may occur at multiple intersections at the same time. 
  • Some work may require lane closures.
  • Work is expected to be done during the daytime.

Construction will begin in in late 2021 or early 2022.

Territorial Highway from milepost 18.19 to 21.03 through Veneta.

Construction crews will be working on ADA curb ramp projects throughout Oregon. We will schedule construction based on crew availability. There may be breaks in the construction schedule when crews are constructing ramps in other cities before they return to Junction City. 

What to expect during construction:

  • There will be noise and dust during work hours. 
  • Pedestrians, including those with disabilities, will have access through or around work zones.
  • Only one corner of each intersection will be closed at a time. 
  • Work may occur at multiple intersections at the same time. 
  • Some work may require lane closures.
  • Work is expected to be done during the daytime.

Construction crews will be working on ADA curb ramp projects throughout Oregon. We will schedule construction based on crew availability. There may be breaks in the construction schedule when crews are constructing ramps in other cities before they return to Harrisburg. 

What to expect during construction:

  • There will be noise and dust during work hours. 
  • Pedestrians, including those with disabilities, will have access through or around work zones.
  • Only one corner of each intersection will be closed at a time. 
  • Work may occur at multiple intersections at the same time. 
  • Some work may require lane closures.

Location:

OR 99E from milepost 28.31 to 28.99 through Harrisburg.

About:

Our goal is to improve accessibility and safety for users on our highways through Sweet Home. We are currently in the design phase where we are reviewing all the intersections and curb ramps in the project area.

As part of the project, we are looking at: 

  • Upgrading curb ramps along U.S. 20. 
  • Upgrading curb ramps along OR 228. 
  • Reviewing existing crosswalks for possible closure.

Construction and Potential Traffic Impacts:

Construction crews will be working on ADA curb ramp projects throughout Oregon. We will schedule construction based on crew availability. There may be breaks in the construction schedule when crews are constructing ramps in other cities before they return to Sweet Home. 

What to expect during construction:

  • There will be noise and dust during work hours. 
  • Only one corner of each intersection will be closed at a time. 
  • Work may occur at multiple intersections at the same time. 
  • Some work may require lane closures.
  • Work is expected to be done during the daytime.
  • Pedestrians, including those with disabilities, will have access through or around work zones.

Timing:

Construction will begin in late 2021 and will may take two seasons to complete.

Location:

U.S. 20 from milepost 26.64 to 30.71 and OR 228 from milepost 20.59 to 21.38 through Sweet Home.

About:

This project will rebuild approximately 58 corners in South Corvallis on OR 99W.  ​

Construction and Potential Traffic Impacts:

Construction crews will be working on ADA curb ramp projects throughout Oregon. We will schedule construction based on crew availability. There may be breaks in the construction schedule when crews are constructing ramps in other cities before they return to Corvallis. 

What to expect during construction:

  • There will be noise and dust during work hours. 
  • Pedestrians, including those with disabilities, will have access through or around work zones.
  • Only one corner of each intersection will be closed at a time. 
  • Work may occur at multiple intersections at the same time. 
  • Some work may require lane closures.
  • Work is expected to be done during the daytime for local streets and along OR 99W from Viewmont to McKenzie Avenue. 
  • Nighttime lane closures will be needed, especially north of Alexander Avenue.

From SE Chapman Place to SW McKenzie Avenue.

About:

This project will rebuild approximately 102 existing corners along U.S. 101 in Florence.

Construction crews will be working on ADA curb ramp projects throughout Oregon. We will schedule construction based on crew availability. There may be breaks in the construction schedule when crews are constructing ramps in other cities before they return to Florence. 

What to expect during construction:

  • There will be noise and dust during work hours. 
  • Pedestrians, including those with disabilities, will have access through or around work zones.
  • Only one corner of each intersection will be closed at a time. 
  • Work may occur at multiple intersections at the same time. 
  • Nighttime work and lane closures will be needed between Memorial Day and Labor Day otherwise daytime work will be allowed.

West Salem - Wallace Road Improvements

We will make improvements to enhance safety for pedestrians and bicyclists, while meeting current ADA standards along this stretch of OR 221.

  • Repave the stretch of roadway.
  • Upgrade the curb ramps to meet current Americans with Disabilities (ADA) standards.
  • Upgrade traffic signals with yellow reflective back plates to improve visibility for drivers.
  • Install rapid flashing beacons (RRFBs) and other improvements at five crosswalks:
    • Narcissus Court NW.
    • Lynda Lane NW.
    • Orchard View Avenue NW.
    • The Park and Ride north of Brush College Road.
    • Vick Avenue NW.

The project will benefit the 35,000 motorists and the many bicyclists and pedestrians that use this section of highway each day.

Location:

OR 221 | Wallace Road in West Salem, Polk County.

We may be constructing more than one area at the same time. We don't plan to have any full road closures, expect single lane closures with flagging. We will be working during the day, but paving will be done at night. The speed in the work zone is reduced from 45 mph to 40 mph.

Here are the times by area that work will be allowed: 

  • Michigan City Lane to Wallace Road Park & Ride 
    • Between 9:00 p.m. Sunday and 12:00 p.m. Friday, open on weekends.
  • Wallace Road Park & Ride to Orchardview Avenue 
    • Daily, Monday through Thursday, between 9:00 a.m. and 3:00 p.m.
    • Friday, between 9:00 a.m. and 12:00 p.m.
    • Nightly, Sunday night through Friday morning, between 6:00 p.m. and 6:00 a.m.
  • Orchardview Avenue to Edgewater Street Northbound Lanes
    • Nightly, Sunday night through Friday morning, between 8:00 p.m. and 6:00 a.m.
  • Orchardview Avenue to Edgewater Street Southbound Lanes 
    • Nightly, Sunday night through Friday morning, between 6:00 p.m. and 5:00 a.m.

OR 99W Corridor Improvements

OR 99W is a major route through Yamhill county acting as a connection to the metro area and a tourist route to the Oregon Coast. We will be repaving portions, adding or upgrading curb ramps to be ADA compliant and making pedestrian and bike improvements.

Project Area MapThe project will improve a rough section of pavement on OR 99W. ​The 6.25 mile project includes 1.1 miles within McMinnville, .5 miles through Lafayette and 4.65 miles of rural highway.​

This is a pavement preservation project that includes: 

  • Keeping the existing road alignment.
  • Replacing 100 curb ramps to meet ADA standards.
    • McDaniel Lane, 27th Street, Grandhaven Drive/Lafayette Avenue and Doran Drive.
    • Washington Street, Bridge Street, Jefferson Street, Market Street, Madison Street, Monroe Street and Jackson Street.
  • Replacing the bridge rail on the North Yamhill River Bridge, eastbound towards Lafayette.
  • Removing and replacing the pavement in downtown Lafayette. 
  • Installing new pavement on OR 99W from McDougall Junction to McDonald Way, milepost 29.3 to 36.3.
  • Installing new striping for traffic lanes and crosswalks. 
  • Constructing pedestrian activated crossings at Monroe Street in Lafayette and three locations in McMinnville.
  • Installing ADA upgrades to the traffic signals at McDaniel Lane, 27th Street and Grandhaven Drive/Lafayette Avenue.
  • Replacing signs and guardrail.

January – August

  • Our crews can work during the daytime from 9 a.m. to 3 p.m.

May – September

Project Area MapPlanned roadway improvements will give motorists a smoother ride. Installation of new sidewalks and streetscape will make it safer for pedestrians and bicyclists using OR 99W. 

We will:

  • Rebuild a section of roadway.
  • Repave the road in the project area.

OR 551 Intersection Improvements

We will add dedicated left turn lanes on both approaches of Ehlen Road and a new county connector road.

project mapThe OR 551 and Ehlen Road NE intersection has been identified as a location for safety improvements. With the current intersection layout, a car waiting to make a left turn creates congestion. To reduce congestion and improve operations at the intersection we will:

  • Add left turn lanes on Ehlen Road NE approaching OR 551 in both directions. 
  • Add a concrete divider on Ehlen Road NE to limit turns on or off of Boones Ferry Road to right turns only.
  • Construct a county connector road to connect OR 551 and Boones Ferry Road. The road will be named "Julia Road NE".
  • Remove some trees and bushes on OR 551 and Ehlen Road NE to allow us to widen the road to add the new left turn lane.

Location:

OR 551 and Ehlen Road NE intersection.

The first stage of construction is being done off the roadway and is focused on the earth work to build the new county connector road, Julia Road. 

Due to the ice storm earlier this year, we are experiencing some delays and will need to complete the project in stages. The construction of the OR 551 left turn lane and paving the new county connector road, Julia Road, will be delayed and completed Spring 2022. 

Construction activities will be staged and take place at different times: 

  • Most of the construction will be done at night, Sunday night through Friday morning, between 7 p.m. and 5 a.m. 
  • Some daytime work will take place at the OR 551 and Ehlen Road intersection.
  • Small portions of Ehlen Road will likely need to be constructed under 24 hour flagging because the road is not wide enough to maintain two lanes of traffic.

Traffic and movement through the work zone will be controlled by flaggers and lanes will be clearly marked.

Detours may be needed if the construction of the new Julia Road is not complete before we install the traffic separator. The detour routes will only be necessary for traffic accessing Ehlen Road and Boones Ferry Road. The traffic on OR 551 will mostly be unaffected.

McMinnville Spur Bridge Replacement

We will replace the South Yamhill River Bridge located on the McMinnville spur section, Three Mile Lane, between OR 18 and downtown McMinnville.

About:

Project mapThe South Yamhill River Bridge was built in 1951, is in poor condition and needs to be replaced. 

We will replace the existing 35 foot wide South Yamhill River Bridge with a new 49 foot wide bridge that will better accommodate current and future trucks, vehicles, bicycle and pedestrian traffic.

The bridge will have seven foot wide shoulders and a five foot six inch walkway. We will install decorative street lighting for the bridge walkways. 

Construction and Potential Traffic Impacts:

To minimize traffic impacts, we will build a temporary diversion bridge to the west of the existing bridge. This temporary bridge will allow us to remove the existing bridge and build the new bridge at the same location. The temporary bridge will be wider than the existing road, with a 29 foot roadway and six foot walkway. 

There will be construction noise and intermittent lane closures and delays as trucks enter and exit the work zone.

Timing:

Construction is underway and is expected to last four years. Schedule below is subject to change as work progresses.

2021

  • We will build a temporary diversion bridge to the west of the existing bridge. 

2022-2023

  • We will build the connections from the road to the temporary diversion bridge. Our crews will mostly be working off of the existing roadway. 
  • After we build the connections, we will route traffic to the diversion bridge, remove the existing bridge and construct the new bridge. 

2024

  • We will complete the construction of the new bridge and rebuild connections to the roadway.
  • We will construct a sanitary sewer line along Three Mile Lane.
    • During this time expect delays and road closures to a single lane of traffic controlled by flaggers.

Enhanced Pedestrian Crossing

We will install a pedestrian crosswalk on OR 99E in Woodburn.

project mapWe will install a crosswalk at the intersection of OR 99E and Williams Avenue to make the area safer for pedestrian by:

  • Installing flashing beacons to warn drivers that pedestrians are crossing.
  • Building a median island. 
  • Adding a new streetlight and make the existing streetlight brighter to increase visibility. 

Construction and Potential Traffic Impacts:

Our crews have the option to work during the following times:

  • Sunday night at 7 p.m. through Friday at 12 p.m., work can be done daily except for three hours in the morning from 6 a.m. to 9 a.m. and in the evening from 3 p.m. to 6 p.m. 
  • No work will be done from Friday at 12 p.m. to Sunday at 7 p.m.

When we have a contractor we will be able to share a more specific schedule, sign up for construction updates, or visit TripCheck for the most up to date information. 

Expect to see single lane closures, some delays and traffic control. Pedestrians will be detoured around the immediate work area where ramps are being constructed. Bicycle traffic will remain on the roadway during construction with signs to alert drivers.

Signal Improvements

Making various improvements to intersections along our highways through the towns of Salem, Newberg, Dundee, Lafayette and McMinnville.

Traffic SignalThe purpose of these project is to reduce fatal and serious intersection crashes. This will be done by upgrading the equipment and using a combination of technology and visual enhancements. These enhancements could include one or more of the features below.

At the identified intersections, we will:

  • Replace signal heads, where needed.
  • Install reflective backplates behind the signal heads, as needed. This will draw drivers' eyes to the signal and increase their awareness and response to the traffic control device.
  • Install advanced dilemma zone protection, as needed. This will enhance safety by adjusting the traffic signal timing to reduce the number of drivers that may have difficulty deciding whether to stop or proceed during a yellow phase.
  • Install video, thermal or radar detection at key intersections. This is a form of non-intrusive detection, as it is not placed within the pavement. This will allow for flexibility for where a vehicle or cyclist is detected at the intersection. Where installed, a bicycle can be accurately detected within a travel lane. 
  • Install new or modified lane use signs, as needed, to help drivers navigate which lanes to use when approaching the intersection.
  • Install new supplemental traffic signal heads. These are installed on the near side of the intersection, at key locations, where visibility of the existing signal heads may be limited. This a redundant signal head that can provide additional feedback to motorists.
  • Install protected-permissive (flashing yellow left turn arrows) left turns at key intersections that operate as permissive only (green ball). In a "permissive" mode, a green signal permits vehicles to turn left when an appropriate gap becomes available. In a "protected-permissive" mode, the permissive left turn phase is immediately followed by an exclusive, protected left-turn phase, initiated by a green arrow signal indication. 

There are several signal enhancement projects being designed and constructed across the region. In this area there are two projects, one that is specific to Salem and Mission Street, the other that covers other cities in the area

Construction and Potential Traffic Impacts:

Work can occur during the day or at night, expect delays and short lane closures as the equipment is being installed. One or more lanes may be taken when needed. Each city will have specified times when lane closures are allowed.

We'll know more about when lane closures will occur, in each city, when we have a contractor(s) on board.

I-5 Southbound Paving and Repairs

District 3 Contact Information: 503-986-2900We will grind down two inches of the existing asphalt and repave to repair and extend the life of the pavement at two locations:

  • Milepost 249.8, 300 feet.
  • Milepost 245.7, 2200 feet. 

Work will be done at night from 9 p.m. to 5 a.m. Expect lane closures and delays.

OR 22: Three River Highway Chip Seal ​

We will be applying a chip seal treatment on OR 22 from milepost 23.5 to 24.9 to help preserve the existing pavement by filling in small cracks.

We anticipate starting work in late July through early August. Expect lane closures and delays.

OR 154: Lafayette Highway Chip Seal ​

We will be applying a chip seal treatment on OR 154 from milepost 0 to 6.3 to help preserve the existing pavement by filling in small cracks.

We anticipate starting work early August through mid-August. Expect lane closures and delays.

OR 153: Bellevue Hopewell Highway Chip Seal ​

We will be applying a chip seal treatment​ on OR 153 from milepost 10.9 to 14.3 to help preserve the existing pavement by filling in small cracks. 

We anticipate starting work early August through mid-August. Expect lane closures and delays.

About:

Rumble strips are grooves in the pavement that create vibration and sound to alert motorists when they are leaving a lane. Rumble strips can reduce the number of roadway departure fatalities (by 20%) on the targeted highway segments, making them a successful, low-cost countermeasure.

Construction and Potential Traffic Impacts:

During construction, expect localized noise as the rumble strips are ground into the pavement by machinery. Access to highways will not be affected; however, motorists should anticipate temporary lane closures with flaggers controlling traffic, creating short delays.

Project Area MapThe bridge crossing Ash Swale north of Frizzell Road and been replaced with a similar single-span concrete slab bridge that meets current design standards. This summer we will be wrapping up the project by completing work on the shoulders, water quality facilities and other general road work.
