Our goal is to improve accessibility and safety for users on our highways through Sweet Home. We are currently in the design phase where we are reviewing all the intersections and curb ramps in the project area.
As part of the project, we are looking at:
- Upgrading curb ramps along U.S. 20.
- Upgrading curb ramps along OR 228.
- Reviewing existing crosswalks for possible closure.

About:
The project will do the following:
- Repave the stretch of roadway.
- Upgrade the curb ramps to meet current Americans with Disabilities (ADA) standards.
- Upgrade traffic signals with yellow reflective back plates to improve visibility for drivers.
- Install rapid flashing beacons (RRFBs) and other improvements at five crosswalks:
- Narcissus Court NW.
- Lynda Lane NW.
- Orchard View Avenue NW.
- The Park and Ride north of Brush College Road.
- Vick Avenue NW.
The project will benefit the 35,000 motorists and the many bicyclists and pedestrians that use this section of highway each day.

Construction and Potential Traffic Impacts:
We may be constructing more than one area at the same time. We don't plan to have any full road closures, expect single lane closures with flagging. Paving will be done at night. We don't have a contractor on board yet, but here are the times by area that work will be allowed:
- Michigan City Lane to Wallace Road Park & Ride
- Between 9:00 p.m. Sunday and 12:00 p.m. Friday, open on weekends.
- Wallace Road Park & Ride to Orchardview Avenue
- Daily, Monday through Thursday, between 9:00 a.m. and 3:00 p.m.
- Friday, between 9:00 a.m. and 12:00 p.m.
- Nightly, Sunday night through Friday morning, between 6:00 p.m. and 6:00 a.m.
- Orchardview Avenue to Edgewater Street Northbound Lanes
- Nightly, Sunday night through Friday morning, between 8:00 p.m. and 6:00 a.m.
- Orchardview Avenue to Edgewater Street Southbound Lanes
- Nightly, Sunday night through Friday morning, between 6:00 p.m. and 5:00 a.m.

We will remove and replace the nine existing street lights including the foundation, poles and arms. We will replace them with LED fixtures.
We will also be installing three new LED street lights.
The 12 new lights will be brighter and more energy efficient.
Construction and Potential Traffic Impacts:
All of the project work will be done with shoulder closures. We will not have detours, but there may be some delays and you may see some flaggers helping direct traffic as needed.
Expect to see our crews working Monday through Thursday from 7 a.m. to 5 p.m.
Timing:
Construction may begin in March and continue through April 2021.

About:
The project will improve a rough section of pavement on OR 99W. The 6.25 mile project includes 1.1 miles within McMinnville, .5 miles through Lafayette and 4.65 miles of rural highway.
This is a pavement preservation project that includes:
- Keeping the existing road alignment.
- Replacing 100 curb ramps to meet ADA standards.
- McDaniel Lane, 27th Street, Grandhaven Drive/Lafayette Avenue and Doran Drive.
- Washington Street, Bridge Street, Jefferson Street, Market Street, Madison Street, Monroe Street and Jackson Street.
- Replacing the bridge rail on the North Yamhill River Bridge, eastbound towards Lafayette.
- Removing and replacing the pavement in downtown Lafayette.
- Installing new pavement on OR 99W from McDougall Junction to McDonald Way, milepost 29.3 to 36.3.
- Installing new striping for traffic lanes and crosswalks.
- Constructing pedestrian activated crossings at Monroe Street in Lafayette and three locations in McMinnville.
- Installing ADA upgrades to the traffic signals at McDaniel Lane, 27th Street and Grandhaven Drive/Lafayette Avenue.
- Replacing signs and guardrail.
Construction and Potential Traffic Impacts:
January – August
- Our crews can work during the daytime from 9 a.m. to 3 p.m.
- Expect single lane closures and flaggers controlling traffic.
May – September
- Our crews can work during the nighttime from 8 p.m. to 5 a.m.

Location:
McDougall Junction, OR 18/OR 99W, through Lafayette to McDonald Way in McMinnville.
About:
Planned roadway improvements will give motorists a smoother ride. Installation of new sidewalks and streetscape will make it safer for pedestrians and bicyclists using OR 99W.
We will:
- Rebuild a section of roadway.
- Repave the road in the project area.
- Construct ADA ramps.
- Install new sidewalk.
- Add pedestrian crossing improvements.
- Install street lighting.
- Replace and improve drainage features.
- Landscape water treatment areas.

During construction, we are planning for single lane closures. Crews have the option to work nightly, Sunday night through Friday morning, between 9 p.m. and 4 a.m.

About:
The OR 551 and Ehlen Road NE intersection has been identified as a location for safety improvements. With the current intersection layout, a car waiting to make a left turn creates congestion. To reduce congestion and improve operations at the intersection we will:
- Add left turn lanes on Ehlen Road NE approaching OR 551 in both directions.
- Add a concrete divider on Ehlen Road NE to limit turns on or off of Boones Ferry Road to right turns only.
- Construct a county connector road to connect OR 551 and Boones Ferry Road.
- Remove some trees and bushes on OR 551 and Ehlen Road NE to allow us to widen the road to add the new left turn lane.

Construction and Potential Traffic Impacts:
Construction activities will take place at different times:
- Most of the construction will be done at night.
- Some daytime work will take place at the OR 551 and Ehlen Road intersection.
- Small portions of Ehlen Road will likely need to be constructed under 24 hour flagging because the road is not wide enough to maintain two lanes of traffic.
Traffic and movement through the work zone will be controlled by flaggers and lanes will be clearly marked.
Detours may be needed if the construction of Julia Road is not complete before we install the traffic separator. The detour routes will only be necessary for traffic accessing Ehlen Road and Boones Ferry Road. The traffic on OR 551 will mostly be unaffected. About:
The South Yamhill River Bridge was built in 1951, is in poor condition and needs to be replaced.
We will replace the existing 35 foot wide South Yamhill River Bridge with a new 49 foot wide bridge that will better accommodate trucks, vehicle traffic, bicyclists and pedestrians.
The bridge will have seven foot wide shoulders and a five foot six inch walkway. We will install decorative street lighting for the bridge walkways.
Construction and Potential Traffic Impacts:
We will build a temporary diversion bridge to the west of the existing bridge. This temporary bridge will allow us to remove the existing bridge and build the new bridge at the same alignment with the highway. The temporary bridge will be wider than the existing road, with a 29 foot roadway and six foot walkway.
Timing:
Construction will begin in 2021 and is expected to last four years.
2021
- We will build a temporary diversion bridge to the west of the existing bridge.
2022-2023
- We will build the connections from the road to the temporary diversion bridge. Our crews will mostly be working off of the existing roadway.
- After we build the connections, we will route traffic to the diversion bridge, remove the existing bridge and construct the new bridge.
2024
- We will complete the construction of the new bridge and rebuild connections to the roadway.
- We will construct a sanitary sewer line along Three Mile Lane.
- During this time expect delays and road closures to a single lane of traffic controlled by flaggers.

We will install protective bridge screening to help prevent objects from being dropped onto the roadway below. These falling objects could injure motorists and pedestrians or create road hazards.
Construction and Potential Traffic Impacts:
We will need to close a lane on OR 22 under the section of the bridge where our crews are working. The closed lane will shift as the crews install the screening on the other side of the bridge.
Our plan is to start with the Albus Road SE bridge and move west, ending with the Lancaster Drive SE. To find out the most up to date information during construction visit TripCheck or sign up to receive construction updates.
Timing:
Construction may begin in late December 2020 and continue through April 2021.

We will install a crosswalk at the intersection of OR 99E and Williams Avenue to make the area safer for pedestrian by:
- Installing flashing beacons to warn drivers that pedestrians are crossing.
- Building a median island.
- Adding a new streetlight and make the existing streetlight brighter to increase visibility.
Construction and Potential Traffic Impacts:
Our crews have the option to work during the following times:
- Sunday night at 7 p.m. through Friday at 12 p.m., work can be done daily except for three hours in the morning from 6 a.m. to 9 a.m. and in the evening from 3 p.m. to 6 p.m.
- No work will be done from Friday at 12 p.m. to Sunday at 7 p.m.

Expect to see single lane closures, some delays and traffic control. Pedestrians will be detoured around the immediate work area where ramps are being constructed. Bicycle traffic will remain on the roadway during construction with signs to alert drivers.

Rumble strips are grooves in the pavement that create vibration and sound to alert motorists when they are leaving a lane. Rumble strips can reduce the number of roadway departure fatalities (by 20%) on the targeted highway segments, making them a successful, low-cost countermeasure.
Construction and Potential Traffic Impacts:
During construction, expect localized noise as the rumble strips are ground into the pavement by machinery. Access to highways will not be affected; however, motorists should anticipate temporary lane closures with flaggers controlling traffic, creating short delays.
Timing:
This project started in 2020 to install rumble strips at 19 locations across the region. The work at each location is expected to be completed in 2021.
