Intersection Improvements

The Oregon Department of Transportation and the City of Hood River are working to rebuild the intersection of U.S. 30 (Cascade Avenue) and Rand Road. You can use this online open house to review the design of the new intersection and learn about potential traffic impacts when construction begins in fall 2021.

Background and Need

U.S. 30 at Rand Road in Hood River is currently difficult for pedestrians and drivers and has a history of vehicle crashes.

Problem

It is difficult for people to cross U.S. 30 (Cascade Avenue) due a lack of marked crossings and signals west of 13th Street. There are no signalized crossings for bicycles and pedestrians for a mile in either direction. At Rand Road, a section of missing sidewalk on the southwest corner of the intersection requires pedestrians to walk on the highway shoulder or cut through a private parking lot.

The intersection also has a history of vehicle crashes. The offset between the north and south approaches to the intersection (Rand Road) make it difficult for vehicles to cross and turn safely.

Solutions

This joint project between ODOT and the City of Hood River will line up the north and south approaches to the intersection, install a new traffic signal, and add marked pedestrian crossings.

New Intersection Design

The project will realign the intersection, add a traffic signal, add missing sidewalks, provide curb ramps accessible to people with disabilities, improve stormwater drainage, and add new street-lighting. These changes will increase safety, improve traffic operations, and improve accessibility for all travelers.

  • New or improved Americans with Disabilities Act (ADA) accessible sidewalks and curb ramps at all four corners of the intersection.
  • Intersection lighting on signal poles.

Cost

  • The estimated project cost is $3.6M, with ODOT providing $750,000.

Construction Impacts

Minimal impacts to roadway users are expected. During construction, drivers and cyclists can expect to see flaggers directing traffic, temporary lane shifts, and some delays due to single lane closures on U.S. 30. As construction approaches, the project team will be working closely with immediate neighbors to address access and property concerns.

Overview

  • Lane closures: Work will allow for at least one open travel lane in each direction on U.S. 30 at all times. There will be no lane closures during the summer months. Daytime trenching and drilling may require short-duration flagging.
  • Turn restrictions: Left turns at Cascade Avenue and Rand Road will be restricted at times to prevent turning vehicles from blocking traffic.
  • Night work and noise: The project will follow city rules about working hours and no significant nighttime work is expected. Some limited work will require single-lane flagging at night between 2:00 AM and 10:00 AM. There will be no night work between Memorial Day and Labor Day.
  • Pedestrian detours: Temporary pedestrian detours will be posted. Throughout construction, pedestrians will be able to use existing sidewalks and ramps on the south side of the intersection as well as marked temporary crosswalks and curb ramps on either side of Rand Road.

Proposed Construction Staging Plan

Stage I

Phase 1 (Northeast Corner) will include curb, sidewalk, and pavement reconstruction. Travel impacts include:

  • The westbound lane of U.S. 30 (Cascade Avenue) will be shifted into the center turn lane.
  • Left turns off of Cascade Avenue at Rand Road will be restricted to prevent turning vehicles from blocking traffic.
  • North Rand Road will be a single lane southbound and restricted to right-turn only onto Cascade.
  • Rand Road south of Cascade will be fully open.
  • Bicycle lanes in the project area will be closed in both directions.

Phase 2 (Northwest Corner) will include curb, sidewalk, and pavement reconstruction. Travel impacts include:

  • The westbound lane of Cascade Avenue will remain shifted into the center turn lane.
  • Left turns from eastbound Cascade Avenue to northbound North Rand Road will be prohibited.
  • Bicycle lanes in the project area will remain closed in both directions.

Stage II

Stage II (South side) will involve construction of curb and sidewalk along the south side of the intersection and along both sides of Rand Road. Travel impacts include:

  • The center turn lane on Cascade Avenue will be reopened and turns will again be allowed to and from North Rand Road.
  • The eastbound bike lane/shoulder will be closed to allow for curb and sidewalk construction. 
  • Rand Road south of Cascade Avenue will be reduced to one lane in each direction to allow for curb and sidewalk construction and limited pavement reconstruction.

Schedule

The project is tentatively scheduled for bid in September 2021 with construction starting in fall 2021. Final paving will take place in late summer of 2022 (after Labor Day) with project completion anticipated in fall 2022. (Weather delays and other unforeseen conditions may affect the schedule.)
