I-84 and I-5 Interchange Resurfacing
& I-5 Paving (Interstate Bridge to Moda Center)

Latest News

Updated January 31, 2019

Nighttime interchange closure this weekend; All ramps open by 5 a.m. Saturday

One ramp, the ramp connecting I-5 northbound to I-84 eastbound, will close this Friday night for flood testing. It will be closed from 10 p.m. Friday night through 5 a.m. Saturday morning. The flood testing for the other ramps will happen at a later date. Flood testing is an essential part of the bridge renovation process that ensures the ramp joints will not leak in the event of rain.

Thank you for your patience as we put the finishing touches on this project. We'll continue to provide periodic updates as work is completed.

Previous Conditions

Repair and rehabilitation work on I-5 and the I-84 at I-5 interchange is needed to keep traffic flowing safely.

I-5: The Problem

The pavement along Interstate 5 between the Interstate Bridge and Moda Center has deteriorated. The roadway surface is showing signs of raveling and patching. Repaving will maintain the roadway and avoid complete replacement. It was last paved approximately 15 years ago.

I-5: The Solution

The Oregon Department of Transportation began a project in June 2018 to repave approximately six miles of Interstate 5 and exit and entrance ramps between the Interstate Bridge and the Moda Center. The project is projected to be completed by fall 2019.

The project also replaces and upgrades existing signs on the mainline and on exit ramps, upgrades Americans with Disabilities Act (ADA) compliant ramps and replaces the median barrier on the Hayden Island Bridge and near the North Broadway exit. Construction is scheduled mostly at night to minimize traffic impacts during the day.

The schedule is subject to change based on weather and site conditions.

I-5 Project Elements

Repaving approximately six miles of Interstate 5 between the Interstate Bridge and Moda Center.

Repaving exit and entrance ramps along I-5 in the following areas:

  • Northeast Martin Luther King Jr. Boulevard/ OR 99E (near Marine Drive)
  • North Victory Boulevard, North Lombard Street
  • North Rosa Parks Way
  • North Going Street
  • North Winning Way
  • Northeast Weidler Street.

Sidewalk and ADA ramp improvements.

Improved signage, sign relocations and more visible street names along the project corridor.

Median barrier replacement.

Rehabilitating the busiest
interchange in the state
means closures

147,000 vehicles a day on average travel through I-84 at I-5.

1964: I-84 at I-5 interchange opened.

1995: The last time the interchange was resurfaced.

2018: Two week closures on each ramp in July and August for new concrete and steel joints and rail.

5 a.m. to 11 p.m. expect gridlock on I-84 and nearby streets during ramp closures during the multi-day closures.

July-December 2018 is when construction is occurring.

I-84 at I-5 Interchange: The Problem

The I-85 at I-5 interchange hasn't received new concrete since the 1960s. The concrete and steel that make up the ramps of the I-5/I-84 interchange needs to be replaced as part of a regular maintenance program.

I-84 at I-5 Interchange: The Solution

ODOT has been replacing the concrete and steel of the I-84 at I-5 interchange ramps that carry 147,000 vehicles on an average day. This work is needed to keep these ramps functioning for you for decades to come. The work is nearly done and is projected to be complete in early 2019.
