US30: Signal Upgrades (Pendleton)

Welcome! We’re glad you’ve stopped by to learn more about the signal and ADA upgrades coming soon. We will upgrade the traffic signals and the Americans with Disabilities Act (ADA) sidewalk ramps at the SE Court Avenue (U.S. 30) and SE 1st Street intersection. Work also includes removing the old/existing traffic and pedestrian walk/wait signals along Dorian Avenue (U.S. 30) at the SE 1st and SW 4th Street intersections.

The SE Court Avenue/SE 1st Street replacement signals will have new metal poles with arched extensions holding signals heads. The traffic/pedestrian signals along Dorian being removed will not be replaced.

This online open house gives you information and an opportunity to provide comments. This open house closes August 14, 2020.

Project Description

The Problem and Solutions:

 The existing poles and span wires holding the traffic signals at these intersection are old and do not meet current safety standards. The two Dorian Avenue intersection signals have limited benefit to downtown traffic and low pedestrian usage. Removing them will improve traffic flow along this main route through town. The reduction in signal maintenance costs will help fund improvements at other, busier signal locations in downtown Pendleton. Existing signal poles that support utilities such as lighting, city power/phone cables, etc. will remain in place, as needed.

Overview:

The project will:

  • Upgrade the traffic signals and the Americans with Disabilities Act (ADA) sidewalk ramps at the SE Court Avenue (U.S. 30) and SE 1st Street intersection
  • Remove the old/existing traffic and pedestrian walk/wait signals along Dorian Avenue (U.S. 30) at the SE 1st and SW 4th Street intersections. Replace signals at SE Court Avenue/SE 1st Street with new metal poles with arched extensions holding signals heads.
  • Upgrade ADA ramps at the SE Court Avenue/SE 1st Street intersection which will include eight new ramps, two per corner, each facing the crosswalk (see diagram) to meet required safety standards.

  • Travelers can expect lane and sidewalk closures during construction activities in 2021 at the SE Court Avenue/SE 1st Street intersection work site.
  • Minor lane and sidewalk impacts are expected during removal of the signals at the Dorian Avenue sites. Pedestrian detours to accommodate all users will be set up and marked during sidewalk closures. Motorists may want to use alternate routes during drilling/construction activities that require lane restrictions.

We are working to minimize traffic impacts. The project will result in a safe and efficient road for decades to come.

Construction Impacts

Minor lane and sidewalk impacts are expected during removal of the signals at the Dorian Avenue sites. Pedestrian detours to accommodate all users will be set up and marked during sidewalk closures. Motorists may want to use alternate routes during construction activities that require lane restrictions.

Project Cost

 The estimated cost of the project, including engineering is around $1.5 M.

Timeline:

Design is underway and will be completed by Spring 2021. Construction is scheduled for 2021.

Funding:

This project is currently funded at $1.5 million with funding from Region 5 Repairs Fund.

Traffic Analysis:

Traffic counts from 2013 were utilized for initial evaluation for removal of the existing signals for Dorian Avenue @ SE 1st & SW 4th Streets. Supplemental traffic/Pedestrian counts were conducted in April 2020 of which validated low pedestrian volumes crossing US30, Dorian Avenue. Existing volumes do not warrant signalization.

Traffic Plan:

Lane closures, temporary pedestrian access routes (TPARS) and limited duration closures will be in place during all stages of construction.

Environmental:

Negligible environmental impacts are expected for this project. Specific documentation, testing and permitting has been conducted by ODOT Staff.
