I-84 Graham Road Bridges

ODOT is constructing a project to replace two aging Interstate 84 bridges over Graham Road near downtown Troutdale.

Replacing the I-84 bridges and widening Graham Road will require periodic daytime and nighttime closures and detours of I-84, Exit 17 ramps and Graham Road. These lane, ramp and full closures will impact drivers as well as people who walk and ride bicycles.

Closures and Detours

All travelers should watch for flaggers and traffic pattern changes. Detour signs will be posted during roadway closures. ODOT will provide advance notice about closures and impacts to travelers and adjacent businesses through the website (i-84troutdale.org) and the interested parties email list. All businesses and recreational accesses are expected to be open during construction.

General Information

The existing I-84 bridges over Graham Road are aging and the bridge surfaces are deteriorating. Where Graham Road passes under I-84 there are narrow shoulders, no sidewalks, and the vertical clearance is too short to safely accommodate large vehicles. Also, the two existing lanes under the bridges do not accommodate increased northbound traffic volumes caused by new development north of I-84.

This project will replace the I-84 bridges, widen Graham Road to three lanes, provide more vertical clearance for trucks, and improve walking and biking access under the bridges by adding a new sidewalk and bike lane.

Construction Impacts and Noise

Nighttime work will involve bright lights and noisy activities such as cutting, drilling and moving construction equipment.

Graham Road Closures

Graham Road under I-84 may be closed for up to six weekends to allow for the removal and construction of the new bridges and sidewalk.

Travel Impacts

  • Walking access on Graham Road under I-84 may be closed for up to six weekends to allow for the removal and construction of the new bridges and sidewalk.
  • TriMet bus service (lines 77 and 81) may require temporary rerouting during closures. Visit trimet.org/alerts for more information.
  • Graham Road will require daytime and nighttime single-lane closures between South Frontage Road and North Frontage Road. Graham Road may be fully closed for up to six full weekends.
  • NW Frontage Road (South) will require periodic single- or multiple-lane daytime and nighttime closures. At these times travelers will still have access to businesses on the south side of South Frontage Road. (Updated April, 2020.)

Detours

  • When Graham Road is closed, northbound traffic will detour at Halsey Street to NE 238th Drive.
  • Pedestrian access will be allowed throughout the project, except during weekend closures when people walking or biking can follow signed detours using Harlow Road.
  • Pedestrian access may shift between the right and left sides of Graham Road to accomodate construction.

I-84 Closures

Travel Impacts Updated April, 2020

Through-travelers on I-84 have been shifted onto a temporary detour bridge during construction and should experience relatively little disruption. I-84 travelers will experience eastbound and westbound daytime and nighttime single-lane closures with related slowdowns, traffic control devices, and lane shifts at various times during the project. Brief, full closures of I-84 may be needed during demolition of the temporary detour bridge. Speed limits in the work zone will be reduced to 50 mph during construction.

When necessary, expect:

  • Periodic single-lane closures on I-84 eastbound and I-84 westbound.
  • Full directional and ramp closures from 9 p.m. to 6:30 a.m. on weeknights.
  • Full directional and ramp closures from 10 p.m. to 8 a.m. on weekends.  

Detours

  • When westbound I-84 is closed, traffic will be routed onto NW Frontage Road (North).
  • When eastbound I-84 is closed, traffic will be routed onto NW Frontage Road (South)

  • Full directional and ramp closures from 9 p.m. to 6:30 a.m. on weeknights.
  • Full directional and ramp closures from 10 p.m. to 8 a.m. on weekends.  

Detours

  • When the westbound Exit 17 ramp is closed, traffic will turn around at NE 238th Drive (Exit 16).
  • When the eastbound entrance ramp is closed, traffic will turn around at NE 238th Drive (Exit 16).
